1) This is art. because the creator creates new things which people didn't think of it and it also includes meaning on the work.

2) I believe the creator wants to criticize the cop's behavior and let people see it so they can judge and think about it. This is "art for social causes" because it is created by happening social event.

3) Using a meme and re-creating art images in different ways looks like a type of plagiarism but it is okay if you put citation or mention original artwork.
